Chilean Protests - Port Status Update

General strike of public employees and port workers unions are already concluded and they will return to work tomorrow Oct 25th from 8:00 hours onwards.
Consequently, all ships will resume their working plans in the main Chilean ports of Arica, Iquique, Mejillones, Antofagasta, Huasco, Coquimbo, Quintero, Valparaiso, San Antonio, Lirquen, San Vicente, Coronel, Puerto Montt and Punta Arenas.

In general, all unions of all type of industries or services (mining, agriculture, manufacturing, forestry, timber & woodpulp, fishing, health, education, telecommunications, banking, etc.), made announcements to return to normality, considering that important initiatives raised by people’s demands, were accepted and incorporated in the new social agenda confirmed by the Government on Tuesday Oct 22nd late night, including but not limited to: reductions in in METRO’s tickets fares, a freeze in energy fee (electricity supply prices), an increase in minimum legal wage from CLP 301,000 to CLP 350,000 x month, an improvement on health insurances, a raise of 20% in basic pension funds and an increase in taxes to rich segments of the society among other actions. All these initiatives has been already passed today to the Congressmen’s for analysis and approvals.

In parallel, public demonstrations and protests with parades of thousands of people marching thru Chile’s main cities, keep developing from 12:00 hours till 21:00 hours (just before curfew orders). These population’s massive protests as seen in below pictures, carried out in squares and main streets are quiet and are held in pacific terms with isolated spot of violence which are quickly dispersed by police trucks throwing water and using tear gas bombs in few cases. 

For above reasons, now curfews time duration has been shortened from 22:00 hours till 04:00 hours instead of previous timings from 18:00 or 20:00 hours till 06:00 hours. Slowly, overall situation is much more calmed now after six continuous days of public protests and this good tendency should become better in the coming days. All our offices were able to work continuously today from 08:30 hours till 15:00 hours and we expect the same to happen again tomorrow. For next week we should return to normal full office hours from 8:30 hours till 18:00 hours.

It has been another very difficult day in Chile with massive protests across the country and few spots of riots and looting mainly in Santiago. 

Port workers and stevedores unions employed in public ports in Chile as mentioned in detail in the below list, started a strike to support the social movements that are challenging the Government to improve their life quality rendering better wages, health, education and pension funds. For the same reason, additionally all public employees of Customs, Agriculture and Health services, have organized a general strike for today Oct 23rd and tomorrow Oct 24th FULL day. All those Government service officials, adhered to overall populations demands. I

New curfews has been ordered again in Iquique, Antofagasta, Coquimbo, Valparaiso, San Antonio, Talcahuano and Puerto Montt all starting progressively from 18:00 hours onwards till 05:00 hours tomorrow. 

Our offices were able to open today half day only, since from 13:00 hours onwards some violent demonstrations took place which were disperse with tear gas, especially in Valparaiso, The overall port working status situation across all Chilean ports as of Oct 23rd at 19:00 hours LT is the following:

  1. ARICA – TPA Terminal: was working normally 24x7 till today at 20:00 hours since for the first time since the beginning of the crisis, a curfew order has been imposed in this city that will last from 22:00 hours tonight till 5:00 hours tomorrow. Consequently TPA terminal cancelled night shift works and will resume activities tomorrow from 8:00 hours onwards.
  2. IQUIQUE – EPI & ITI Terminals. Both on strike since Oct 21st from 23:00 hours. There are options to resume works only from Friday Oct 25th. 
  3. PATILLOS – K+S, TMP and COLLAHUASI Terminals. Working normally 24x7. Nights shifts performed on request by getting special permission of transport during curfew times from 22:00 hours till 06:00 hours.
  4. MEJILLONES – TGN Terminal: stopped due to maintenance works till Oct 31st. 
  5. MEJILLONES – ANGAMOS Port: working normally every day from 08:00 hours till 19:00 hours. No work due curfew orders in place from 21:00 hours till 06:00 hours. 
  6. MEJILLONES – LNG, INTERACID, TERQUIM, OXIQUIM & ENEX Terminals: all working normally. Nights shifts performed on request and by getting special permission of transport for port workers during curfew times in place from 21:00 hours till 06:00 hours.
  7. MEJILLONES – ENGIE COAL Terminal: working normally. Nights shifts performed on request by getting special permission of transport during curfew times from 21:00 hours till 06:00 hours.
  8. MEJILONES – PORT of MEJILLONES: working normally.  Nights shifts performed on request by getting special permission of transport during curfew times from 21:00 hours till 06:00 hours.
  9. ANTOFAGASTA – ATI & EPA Terminals: Both on strike since Oct 21st from 23:00 hours. There options to resume works on Friday Oct 25th.
  10. ANTOFAGASTA – COLOSO Terminal: stopped on Oct 22nd at 21:00 hours till Oct 23rd at 01:00 hours. Port will keep operating normally 24x7, avoiding shifting at night time. There are rumours that ESCONIDA Mine will go on strike from Oct 24th at noon time till Oct 25th – P.M. in support of other mining companies that are already on strike (CENTINELA and ZALDIVAR of AMSA) plus CODELCO that will start a strike tomorrow Oct 24th. 
  11. CHANARAL (CODELCO) – CALDERA – TOTORALILLO (CAP), ROCAS NEGRAS (ENAP), PUERTO CALDERA and LUNDING MINERALS Terminal: all on strike from Oct 22nd – A.M. till Oct 25th – A.M.
  12. HUASCO Port (GUACOLDA – CAP, LAS LOSAS & GUACOLDA AES GENER): all terminals stopped operations on Oct 22nd – A.M. and shall resume on Oct 25th – A.M.
  13. COQUIMBO – TPC Terminal: working normally every day from 08:00 hours till 19:00 hours. No work due curfew orders in place from 21:00 hours till 06:00 hours.
  14. LOS VILOS – PUNTA CHUNGO (PELAMBRES mine): Working normally 24x7. Nights shifts performed on request by getting special permission of transport during curfew times from 21:00 hours till 06:00 hours.
  15. QUINTERO (ENAP – COPEC – LNG Terminal): working normally. Nights shifts performed on request by getting special permission of transport during curfew times from 21:00 hours till 06:00 hours.
  16. VENTANAS: on strike since Oct 23rd – 08:00 hours till Oct 25th – A.M.
  17. VALPARAISO: TPS Terminal working normally. TCVAL Terminal stopped operation and it’s on strike from Oct 23rd – 15:00 hours till Oct 25th – A.M.
  18. SAN ANTONIO: STI and PCE terminals on strike since Oct 23rd – 08:00 hours till Oct 25th – A.M. Same in PANUL that also stopped operations from Oct 2rd till Oct 25th full day.
  19. LIRQUEN: on strike from Oct 23rd – 08:00 hours till Oct 25th – A.M.
  20. PENCO: on strike from Oct 23rd – 08:00 hours till Oct 25th – A.M.
  21. TALCAHUANO – TTP Terminal: on strike since Oct 23rd – 08:00 hours till Oct 25th – A.M.
  22. SAN VICENTE – SVTI and CAP Terminals: on strike since Oct 23rd – 08:00 hours till Oct 25th – A.M.
  23. SAN VICENTE (ENAP and ABASTIBLE Terminals): working normally. Nights shifts performed on request by getting special permission of transport during curfew times from 20:00 hours till 06:00 hours.
  24. CORONEL Port, JURELES and PUCHOCO: on strike since Oct 23rd – 08:00 hours till Oct 25th – A.M.
  25. CORRAL: working normally. Nights shifts performed on request by getting special permission of transport during curfew times from 21:00 hours till 06:00 hours.
  26. PUERTO MONTT – EMPORMONTT and OXXEAN Terminals: on strike since Oct 22nd – 23:00 hours till Oct 25th – A.M.
  27. CALBUCO: working normally. Nights shifts performed on request by getting special permission of transport during curfew times from 21:00 hours till 06:00 hours. 
  28. PUERTO CHACABUCO – EMPORCHA and OXXEAN Terminals: working normally. This terminals are not affected by curfews and so far, keeps working continuously 24x7.
  29. CASTRO: working normally. This port is not affected by curfews and so far, keeps working continuously 24x7.
  30. PUERTO NATALES: working normally. This port is not affected by curfews and so far, keeps working continuously 24x7.
  31. PUNTA ARENAS: working normally. This port is not affected by curfews and so far, keeps working continuously 24x7.
  32. CABO NEGRO & GREGORIO TERMINALS: working normally. This terminals are not affected by curfews and so far, keeps working continuously 24x7.

Ports & terminals mentioned above from point 15. till point 28., are affected by curfews at night time from 21:00 hours or 22:00 hours till next day at 05:00 or 06:00 hours. So, if they resume works from Friday Oct 25th in general, only day time operations will be performed.
