The Egyptian Prime Minister has issued Decree No. 288/2025, introducing new regulations for the establishment of a committee to inspect imported scrap materials, including steel, copper, and other commodities.
After investigating the implementation of regulations in the Egyptian ports, we found that the situation remains unclear and requires further clarification.
Damietta Port
Vessels loading scrap from European ports are currently permitted to berth and commence operations under standard procedures. However, vessels arriving from regions affected by armed conflict or war are subject to restrictions due to port authorities’ concerns over possible contamination with explosive or other hazardous materials.
Alexandria Ports
Local port authorities have begun applying the decree to all vessels carrying scrap cargo, regardless of the port of origin. This measure has resulted in operational delays for berthed vessels awaiting inspection prior to commencement of cargo operations.
