3rd April – Update

Refineries
Products expeditions stopped for all refineries. Concerning crude oil processing, although the situation remains unclear, at least three have stopped processing, two due to strikes (Gonfreville / TOTAL and Lavera / PETROINEOS), one ND de Gravenchon / ESSO due to crude oil shortage from Le Havre port on strike. Two other Donges / TOTAL and La Mède / TOTAL are stopped for maintenance.

Only Feyzin / TOTAL and Fos / ESSO are still processing crude at a very slow rate due to oil shortages and blockaded expeditions.

LNG Terminals
Three remain stopped (Fos Cavaou / Fos Tonking and Montoir) until at least the 4th of April. Only Dunkirk LNG terminal is working.

At Marseille / Lavera / Fos port terminals
Lavera / Fos Fluxel (hydrocarbon piers operator) strike has been in force since the 13th of March and will most likely go further until the next national strike on April 6th.

31st March – Update

Refineries

30th March – Update

Social Situation
Strikes persist in all branches of activity, among which Ports and Energy sectors.

All Unions have called for the next national day of strikes on the 6th of April. The prime minister finally invited them for discussions next week on Wednesday the 5th and finally promised that the meeting agenda could confirm any subject brought by unions. The next possible political issue is advice that the constitutional court will give on the 14th of April about pension law.

29th March – Update

Le Havre
Port authorities are on strike today, 29/03, from 10:00 to 14:00, affecting locks/port movements. Port workers will be on strike again from 11:00 to 16:00, affecting containers and bulk terminals.

CIM resumed operations but under the below schedule:
Vessel cargo operations for crude and refined products will be performed from Monday, 27/03/2023, 19:30 to Thursday, 30/03/2023, 19:00.

Shore pumping operations to TRAPIL/CEPS pipeline networks will be performed only:
– on Monday, 27/03/2023, with 5 hours window from 19:30 till 00:30 (28/3)
– on Tuesday, 28/03/2023, with a 10-hour window from 14:30 till 00:30 (29/3)
– on Wednesday, 29/03/2023, with a 10-window cycle from 14:30 till 00:30 (30/03)
– on Thursday, 30/03/2023, with a 5-hour window from 16:00 to 21:00

At Marseille / Lavera / Fos port terminals
Lavera / Fos Fluxel (hydrocarbon piers operator) strike has been in force since the 13th of March and is extended until the 1st of April.

Energy Developments
All three major oil ports (Marseille-Lavera-Fos, Le Havre and Donges-St-Nazaire-Montoir) have stopped working.

3 LNG terminals have stopped operations (Fos Tonkin, Fos Cavaou, Montoir). Dunkerque resumed working but will likely stop again at any moment.

Refineries: Oil products expeditions are still stopped in all refineries. According to official sources, 4 of the major refineries even stopped processing totally (Gonfreville-Total/ND De Gravenchon-Esso /Donges-Total /La Mède-Total) and two partly (Lavera-PetroIneos and Fos-Esso). Only Feyzin-Total is processing, but with expeditions blockaded by strikes.
